
Third Reading of the Convention on the Right of Person with Disabilities
Hon’ble Norbu Wangzom, Chairperson of the Women, Children and Youth Committee presented the review report on the Convention on the Right of Person with Disabilities to the House.
The Chairperson reported that there are 50 Articles in the Convention and the Government had submitted reservations on five Articles mainly on Article 9. Accessibility 2 (b)(d)(e) , Article 18. Movement and Nationality 1(a) and 2, Article 23. Respect for home and family 1(b), Article 27 Work and Employment 1(c) and Article 29. Participation in political and public life (a) (ii).
The Committee presented its support for the reservation made by the government on Article 18 on ‘liberty of movement and nationality’, while it did not support the rest of the reservation.
The House during the deliberation did not support the reservation made by the government on Article 9. Accessibility 2(b)(d) (e) which states that state parties shall take appropriate measures to ensure that private entities that offer facilities and services which are open and provided to the public take into account all aspects of accessibility for persons with disability, provide public signage in braille and easy to read and understand forms and provide forms of live assistance and intermediaries, including guides, readers and professional sign language interpreters, to facilitate accessibility to public spaces and buildings.
The House supported the rest of the reservations made by the government on Article 18. Liberty of movement and nationality, Article 23. Respect for home and family, Article 27. Work and employment, Article 29. Participation in political and public life.
The Convention will be put to vote tomorrow.
