Second Day on Third Reading of the Pay Structure Reform Bill-DZ

The National Assembly continued its discussion on the Third Reading of the Pay Structure Reform Bill 2022 along with the recommendations from the committee.  

 

The House endorsed the proposal to include Drungtsho under section 20(2) and (3) regarding Professional allowance for medical & clinical staff. However, the House did not support the recommendation from the Committee on provision of “additional lump sum amount up to 10% of the basic pay may be provided to Scarce and Critical service staff.”

 

The House also endorsed the recommendation of the committee to provide session allowance to parliamentary and Ministry of finance staff stationed under the Department of Planning, Budget and Performance but retained the original draft under section 39 and 48.  The committee also proposed that the ceiling for difficulty allowance at Nu.10000 shall be determined as per the guidelines approved by the Ministry of Finance based on area, location and distance from road head or hazards. The House endorsed the proposal submitted by the committee. 

 

The House directed the committee to further review section 54 pertaining to carriage charges for personal effects during transfer and retirement and consider the proposal from the floor on making it common across the board. While the House supported the recommendation of the committee on section 63, Designated Duty Vehicles and inclusion of Members of Parliament under the section and at the same time repealing sections 31, 32 and 33. The Committee was directed to restructure the recommendation bearing in mind the term of the National Council and the commencement date of the Bill. 

 

The House will continue deliberation on the rest of the Bill tomorrow.
