
Question Hours for Group C
A total of 10 oral questions were tabled to the Ministers in group C. Six Questions to the Prime Minister, three questions to the Ministry of Finance (MoF) and one question to the Minister of Foreign Affairs and External Trade (MoFAET).
The Prime Minister was questioned on the prospect of constructing a hydro-power project in Gasa Dzongkhag and initiation of Detailed Project Report (DPR), update on the feasibility study for establishment of international airport in the eastern region, possibilities of legalizing sale of marijuana and rumors concerning the cultivation of marijuana for research purposes, concerned raised by the people over downgrading of Toedtsho Lower Secondary School to Primary School under Toedtsho Gewog, Trashiyangtse Dzongkhag, and the status of maternity allowance and the reconstruction of the Gyelpozhing-Nganglam bridge.
The Prime Minister, while acknowledging the potential for a hydro-power project in Gasa Dzongkhag, said that the construction was not possible right now as the commissioning of the ongoing hydroelectric projects such as the Punatsangchu I and II needs to be completed and assessed. On the question of the establishment of an international airport in the eastern region, he informed that the feasibility studies have been carried out in Pongchula, Mongar. While it is found possible, the government needs to carry out further studies and he also informed that it would incur huge expenditure and thus, deferred for consideration in the 13 FYP.
In response to the possibility of legalizing the sale of marijuana amid the rumors of allowing marijuana plantation for commercial purposes, the Prime Minister said that legalizing for research purposes was allowed in keeping with the provisions of the Narcotic Drugs, Psychotropic Substances and Substance Abuse Act of Bhutan, 2015. However, there is no possibility of legalizing it for sale. On the status of the maternity allowance, Lyonchen said that the Ministry of Health has completed the plans and programs and it will be implemented at the earliest. He also informed that the plans to rebuild the Gyelpozhing- Nganglam bridge have been completed and reconstruction of a temporary bridge will commence in the next few months.
Clarifications were sought from the Minister of Finance on the lifting of moratorium on the BDBL loan for the general public, plans to exempt land taxes for lands used in constructing farm roads and on the increment of rural life insurance premium.
Lyonpo Namgay Tshering clarified that the moratorium on the BDBL loan was to initiate structural reform and to allow time for the settlement of the Non-Performing Loans. It is expected to be lifted at the earliest. He also clarified that the National Life Insurance Scheme of Royal Insurance Corporation of Bhutan and Rural Life Insurance premium are not the same and that the rural life insurance premium of Nu. 87 remains unchanged.
The Minister for MoFAET was requested to provide data on the number of youths leaving the country by Dzongkhag since 2018, along with the total count of Bhutanese residing abroad.
Lynonpo Tandi Dorji of MoFAET updated that a total of 42,829 Bhutanese were living in various countries, and about 14,000 Bhutanese left the country from 2018-2023.
