Public Accounts Committee presents Review Report on Performance Audit Reports

After the Secretary General of the National Assembly of Bhutan read out the Royal Kasho to convene the Joint Sitting of the Parliament, the Chairperson of the Public Accounts Committee (PAC), the Member of National Council from Paro Dzongkhag, Hon’ble Ugyen Tshering presented the Committee’s Review Report on the two Performance Audit Reports to the Joint Sitting of the Parliament today.

The Report was presented in two parts: Part one contained the Review Report on Performance Audit Reports and Part two contained the Follow-up on the implementation status of the resolutions of the 7th Session of the Third Parliament. The Chairperson also submitted the Committee’s five recommendations on the Performance Audit Reports.

The two Review Reports were on:

1.    Performance Audit Report on Farm Road Development and Management in Bhutan; and

2.    Performance Audit of Safe and Sustainable Road Transport System,      

The second part of the report was on the follow-up report of the implementation status of the 7th Session resolutions of the Third Parliament.

The House today deliberated in length on the implementation status of the nine resolutions of the 7th Session and approved all the implementation statuses except for the way forward of the Geologic conditions of the Right Bank Dam of Punatsangchhu-I Hydroelectric Project Authority (PHPA-I), the implementation status on the pending irregularities from 2010-15, the implementation status on Timber Extractions, and the implementation status regarding the Operationalizing Corporate Strategic Plan. The House through a majority show of hands decided to require a further Action Taken Report in the upcoming Summer Session for it to be approved by the Joint Sitting.

The House also deliberated extensively on the Performance Audit Report on Farm Road Development and Management in Bhutan along with the Committee’s three recommendations generally. During the course of deliberation, a proposal for two new recommendations emerged pertaining to the inclusion of the budget for bridge construction while planning for the farm road construction and a proposal for land substitution while constructing the farm road. The Committee was directed to look into the new recommendations and report back to the House tomorrow.

The Joint Sitting of the Parliament will continue deliberation on the rest of the Review Report tomorrow.
