
Plenary on the Civil Liability Bill of Bhutan 2022
Today, the National Assembly of Bhutan conducted a plenary on the Civil Liability Bill of Bhutan 2022. The plenary was conducted to share information, understand and discuss the provisions of the bill that is included in the upcoming session. The bill has 11 chapters. The meeting was chaired by the Chairperson of the Human Rights and Foreign Relations Committee (HRFRC) Hon’ble Rinzin Jamtsho. The Hon'ble Speaker also attended the plenary.
The Human Rights and Foreign Relations committee was entrusted with reviewing the Bill during the Plenary Session conducted on 8th July 2022.
The Bill was introduced as a private member’s Bill in the National Council in its 29th Session and presented to the National Assembly for deliberation. The objective of the Bill is to provide a comprehensive legal framework on civil liability to the extent possible, by consolidating the scattered legislative provisions into a single user-friendly law. It will also provide adequate guidance on the method of computation of the amount of compensation. The civil liability law will bring about accountability and transparency in society and governance, and inspire respect, trust, and confidence in the legal system, thereby enhancing the Rule of Law in the country.
The Members were apprised of the consultative meetings the Committee undertook with the various stakeholders, issues discussed, and decisions of the Committee before presenting in detail on each chapter of the Bill.
The Eighth Session of the Third Parliament is scheduled to commence on 4th November 2022.
