
Pay Structure Reform Bill of Bhutan 2022 presentation to EFC
The Members of the Economic and Finance Committee attended a presentation on the Pay Structure Reform Bill of Bhutan 2022 by the Ministry of Finance this afternoon. The Bill was referred to the Committee for further review for the Third Reading on 14th November 2022. Hon’ble Opposition Leader and several other non-Committee Members also attended the presentation.
The presentation included information on objectives and principles, current issues, and the details of the Pay Structure Reform Bill of Bhutan 2022 regarding the summary, commencement and scope, pay structure, fixed pay, variable pay, allowances and benefits discontinued, Foreign Service entitlements, traveling allowance and post-service benefits. The Bill is intended to ensure greater transparency and accountability in the public service in line with the ongoing transformation efforts; ensure a clean wage system where various allowances will be grouped into one single wage and provide a pay structure that is free from hidden benefits.
The presentation was followed by a question-answer session and clarifications.
The Committee will submit its findings and recommendations on the Bill to the House on the 21st and 22nd of November.
