National Assembly adopts the Pay Revision Bill of Bhutan 2023-DZ

Prior to the adoption of the Pay Revision Bill of Bhutan 2023, the Chairperson of the Economics and Finance Committee, as advised by the House, submitted the additional review of the recommendation on the new section after section 47 on Leave Encashment(LE). The Chairperson reported that the additional recommendation has been formulated after the consultation with the Government and the Royal Civil Service Commission. The Committee recommended that the leave encashment (LE) of the earned leave accrued till 30 June 2023 shall be paid as follows:

1. The LE at one-month’s minimum pay scale for the financial year 2022-23; and

2. The earned leave balance accrued till 30 June 2023 after the payment of LE shall be paid within five years after the commencement of this Act.

The Committee also recommended that a civil servant (except civil servants who are entitled to annual vacations) shall be entitled to 21 working days of annual leave per year, with no provision for carrying forward any unused days to the subsequent year.

The House through a majority show of hands endorsed the recommendations.

The annual financial implication of pay revision, allowances, and benefits is reported to be Nu. 6,045 million.

The Minister for Finance, member in-charge of the Pay Revision Bill of Bhutan 2023, moved the motion to adopt the Bill.  The House adopted the Bill with all the 42 Members present and voting, voting in favor of the Bill.

The Pay Revision Bill of Bhutan 2023 will be transmitted to the National Council of Bhutan as a Money Bill.
