National Assembly adopts National Digital Identity (NDI) Bill of Bhutan 2023-DZ
Chairperson
of the Good Governance Committee Hon’ble Tenzin submitted the Committee’s
recommendation on sections 136 and 137 for re-deliberation and consideration.
The House supported the Committee’s recommendation to replace the two sections
by a new section “The Governing body, administrative body, an issuer, a trust
service provider or such other entity providing services under the Governance
Framework shall pay appropriate compensation to a natural person or legal
person for damage caused due to failure to comply with obligations under the
Governing Framework”.
The NDI
Bill was improved by separating the offenses and penalties by inserting them in
different sections.
The NDI
Bill was unanimously passed with all the 42 members present and voting, voting
in favor of the Bill. The Bill will be transmitted to the National Council of
Bhutan as an Urgent Bill.
