Members attend presentations on the Parliamentarians Integrity Index (PII) 2022 and Integrity Vetting System (IVS)

The Member of the National Assembly led by the Hon’ble Speaker attended presentations on the Parliamentarians Integrity Index (PII) 2022 and Integrity Vetting System (IVS) by the officials from Anti-Corruption Commission (ACC). The team from the ACC was led by Chairperson Hon’ble Deki Pema and Commissioner Jamtsho. 

Leader of the Opposition Party had also attended the presentation.

The presentation on the Parliamentarians Integrity Index (PII) 2022 consisted of Introduction and Background, Objectives, Approach and Methodology, National Integrity Assessment Framework, and Components of Parliamentarians Integrity Index 2022. The primary components of the Parliamentarians Integrity Index include:

  1. Representativeness of the Parliament;
  2. Parliamentary Oversight of the Executive;
  3. Parliament’s Legislative Capacity;
  4. Transparency of the Parliamentarians;
  5. Accountability of the Parliamentarians;
  6. Integrity of  Parliamentarians; and 
  7. Corruption. 

The second presentation was on Integrity Vetting System (IVS). It is a web-based system (repository) that facilitates the fact-based information gathered mainly from the investigation module of the Complaint and Investigation Management System (CIMS) and Asset Declaration System (ADS).  The presentation included information on how IVS will generate a report that will assist the agency in making rational decisions in recruiting and promoting people with high standards of integrity.

Following the presentation, the members sought clarification on various issues and shared opinions. The Hon’ble Speaker thanked the team for the very interactive and informative presentations and reiterated the importance of Hon’ble Members being informed on the aforementioned presentations.
