Joint Sitting deliberates on the disputed clauses of the Forest and Nature Conservation Bill of Bhutan 2021

After the Secretary General of the National Assembly of Bhutan read out the Royal Kasho to convene the Joint Sitting of the Parliament, Hon’ble Gyem Dorji, Chairperson of the Joint Committee on Forest and Nature Conservation Bill presented the Committee’s recommendations on the 30 disputed clauses including various sub-section on definitions to the Joint Sitting today. The Joint Committee was instituted to review the disputed clauses of the Forest and Nature Conservation Bill of Bhutan 2021 between the two Houses of Parliament.

The 30 disputed clauses of the Bill were Section 2(2) on Repeal, Section 5, 5(5), 6(9), 7(9), 7(11), 40, 46, 47, new section after Section 47,50(2), 50(3), 50(5), 56, 59, 72,  116, 140, 148, 152, 164, 182, 189, 190, 229, 234, 235, 237, 238, and various sub-sections under 245 on Definitions.

The Chairperson submitted that the Committee had reviewed the disputed clauses thoroughly and submitted the rationale behind the Committee’s stand. The Joint Sitting extensively deliberated on all the 30 disputed clauses of the Bill and directed the Joint Committee to revisit the new section after Section 47 and 50(5) some two  provisions on the definitions of the bill which the committee will report back to the House on coming Monday. The House endorsed the rest of the recommendations of the Joint Committee.

The Bill will be submitted for adoption on Monday.
