
Joint Session passes National Digital Identity Bill of Bhutan 2023
Secretary
General of the National Assembly of Bhutan read out the Royal Kasho to convene
the Joint Sitting of the Parliament on the National Digital Identity Bill of
Bhutan 2023. Accordingly a Joint Committee composed of members from both
the House has been constituted.
Hon’ble
Tenzin, Chairperson of the Joint Committee presented the Committee’s review and
recommendations on the two disputed clauses of the Bill, namely:
1. The new section on “The National Digital Identity Company
shall be a public limited company with all the shares owned by Druk Holding and
Investments Limited”; and
2. The new section on “The offences and penalties prescribed in this Chapter shall be in accordance with the Penal Code of Bhutan”
The Joint Committee recommended repealing both the new sections. The House endorsed the Joint Committee’s recommendations. All the 67 Members present and voting, voted in favor of the Urgent Bill.
The Bill will be submitted to His Majesty the King for Royal Assent.
