Joint Session deliberates on the AAR 2021-2022

Hon’ble Gyambo Tshering, Chairperson of the Public Accounts Committee (PAC)  presented the Committee’s Review Report on Annual Audit Report (AAR) 2021-22, Follow up on the Review Reports of AAR 2010-21 and Implementation status of the past resolutions of the Parliament along with the Committee’s findings and recommendations to the Joint Sitting of the Parliament today.

The Joint Sitting deliberated on the follow up status of the 7th and 8th Session resolutions of the Third Parliament and endorsed all the 4 resolutions of the 7th Session and 6 resolutions of the 8th Session.

The Joint Sitting also deliberated on the follow-up on the Review Reports of the Annual Audit Reports 2010-21. It was reported that as of 31st March 2023, about Nu. 1,659.748 million (24.60%) of the total irregularities from AAR 2010-2021 were resolved leaving the balance irregularities of Nu. 5,086.632 million (75.40%). The Committee further submitted three recommendations on resolving the issues reported in the Follow-up on the Review Reports and were endorsed by the Joint Sitting as follows:

1. A total of 151 cases amounting to Nu. 270.446 million is registered with the Royal Court of Justice as of May 31, 2023. Given the amount and time involved, the committee recommends the concerned agencies to consider expediting the litigation.

2. A total of 53 cases amounting to Nu. 52.786 million is pending for enforcement as of May 31, 2023. Therefore, the government should discuss this with the Enforcement Unit established under the Royal Court of Justice to expedite the enforcement of the judgment passed by the Court and submit an Action Taken Report to PAC by end of March 2024.

3. RAA to review and decide on the unresolved non-sub judice irregularities from AAR 2016 to 2021 with the concerned agencies and submit status report to PAC by end of March 2024.

The House also directed the Committee to update the House on the progress of all the recommendations in the 10th Session.

The deliberation on the PAC’s synthesis of Annual Audit Report 2021-2022 will be continued tomorrow.
