Good Governance Committee attends presentation on the Civil Service Reform Bill 2022

The Members of the Good Governance Committee led by the Chairperson of the Committee, Hon’ble Tenzin attended the presentation on the Civil Service Reform Bill 2022 by the Royal Civil Service Commission today. The Hon’ble Leader of the Opposition attended the presentation.

The presentation included information on the objective, key principles, categories of agencies in the Civil Service, and restructuring in the Civil Service under Governance, Economic, Security, and Social Clusters. The objective of Civil Service reform is to ensure that “Agencies’ structures and systems revamped for right-sized, future-ready, efficient and effective Civil Service” and the key principles of the reform are: Ministries as the foundation; Ministries working together; and optimization-doing more with less.

The Civil Service Reform Bill which consists of four chapters and 38 Sections was presented in detail. The objective of the Bill is to amend the existing relevant laws to align with the Civil Service reforms and ensure effective governance of the Civil Service. The presentation was followed by an interactive question-answer session. 

The Good Governance Committee will review the Civil Service Reform Bill 2022 and submit their findings and recommendations to the upcoming Session.
