
Forest and Nature Conservation Bill re-deliberated
The Forest and Nature Conservation Bill of Bhutan 2021 was re-deliberated today in the National Assembly. The Member in charge of the Bill, the Hon’ble Minister for Agriculture and Forests moved the motion requesting for re-deliberation of the bill stating the importance in improving the living standards, community's security and economic development.
The Chairperson of the Environment and Climate Change Committee, Hon’ble Gyem Dorji reported on the Committee’s stand on the recommendations from the National Council on the Bill and at the same time opening the bill for full deliberation on all the Council’s 230 recommendations. There have been substantial changes from the Council. The Chairperson submitted that the Committee through comprehensive review couldn’t agree on 39 sections of the total of 230.
During the course of the deliberation, the Members voiced their concerns over the appropriate translation of Dzongkha terms and recommended refining them by the Joint Committee. As of today, 20 sections have become disputed sections making it obvious for the formation of a Joint Committee on the bill.
The House today completed deliberating on the recommendations of the National Council till section 164 of the Bill and the rest will be continued tomorrow. The disputed sections will be deliberated in the Joint Sitting.
