Good Government Committee holds consultation with Royal Civil Service Commission (RCSC) and Ministry of Agriculture and Livestock (MoAL)
On 27 May 2024, the Good Governance Committee (GGC) held consultation meetings with the Royal Civil Service Commission (RCSC) and the Ministry of Agriculture and Livestock (MoAL) at Gakyid Khangzang of the National Assembly.
Consultation with RCSC covered the Transformation Initiative, the Human Resource Master Plan for the 13th Five-Year Plan (FYP), and attrition rates across Ministries and Agencies. Civil servant position categories and retirement age were also discussed. RCSC staff, led by the Director, highlighted key issues faced by civil servants and proposed solutions.
The discussions also addressed the impacts of transformation incentives, job mismatches, and clustered engineering. GGC Members shared feedback from stakeholders and discussed challenges and opportunities, focusing on attrition rates, Individual Work Plan (IWP), and strategies for effective implementation within the 13th FYP. The Committee suggested reviewing incentive structures and civil servant policies to better address attrition.
During the consultation with MoAL, issues discussed included land use and taxation policies. The Committee explored ways to convert fallow land, transition Chhuzhing to Kamzhing, and improve food security through irrigation and taxation reform.
The Committee proposed revisiting strategies for agricultural productivity and subsidizing farming tools. The consultation ended with a call for proactive measures to improve land use and agricultural sustainability.
