The Legislative Committee of the National Assembly held a consultation meeting on the Alternative Dispute Resolution (Amendment) Bill with the Bhutan Chamber of Commerce & Industry (BCCI) in the morning. The Committee listened to diverse views from the sectors and noted its recommendations. The Committee continued its consultations in the afternoon by meeting with the Anti-Corruption Commission (ACC), Bhutan National Legal Institute (BNLI), and the Office of the Attorney General (OAG), at the Gyelyong Tshogkhang.
These consultations today focused on the challenges of the existing Alternative Dispute Resolution Act 2013 (ADR Act 2013) and the steps forward in addressing these challenges to make ADR a more attractive option and strengthen the ADR ecosystem in Bhutan by promoting a reliable mechanism for resolving disputes both domestically and internationally, and to develop a digital platform for online arbitration which would make it more accessible.
During the meeting held in the afternoon the Director General of the BNLI made a comprehensive presentation to the Committee of its review and recommendations including the background and context of the ADR Act adopted in 2013. The stakeholders enhanced the discussion by providing their views and comments in improving the ADR system, process, and scope. The importance of strengthening the current ADR framework aligned to international practices was echoed by all stakeholders.
The Legislative Committee acknowledged the feedback received from the stakeholders and affirmed its commitment to further engage with stakeholders ahead of the deliberation of the ADR (Amendment) Bill during the upcoming summer session. The ADR (Amendment) Bill originated from the National Council, and is presently under review in the National Assembly House.
