In a continued effort to reach consensus on the disputed provisions of the National Assembly (Amendment) Bill 2024, the Joint Committee of Parliament conducted its first stakeholder consultation today at the Lhen-Zom Khangzang, Gyelyong Tshogkhang.
Following its first meeting on 17 April 2025, the Joint Committee is actively working to resolve the disputed provisions of the Bill through stakeholder consultations and internal deliberations.
As part of its consultative approach, the Joint Committee in the morning met with the Royal Civil Service Commission (RCSC) led by the Focal Commissioner, Director General and the team. The discussion focused on the amendment provision proposing that the Secretariat as an independent and non-partisan institution, headed by the Secretary General, that the position level of the Secretary General be equivalent to that of a Government Secretary, and other key disputed provisions of relevance to the RCSC.
In the afternoon, the Joint Committee continued its internal deliberations on the matter, while raising questions and seeking clarifications on the remaining disputed provisions.
The Joint Committee is scheduled to hold further stakeholder consultations in the coming days in preparation for the upcoming session, where the Bill will be formally tabled in a Joint Sitting of Parliament.
