Women, Children and Youth Committee engages with National Commission for Women and Children (NCWC)

The Women, Children, and Youth Committee (WCYC) met with the National Commission for Women and Children (NCWC) today at the Ga-Kyid Khangzang, National Assembly to better understand their mandates, roles and functions, plans and programs, and challenges faced. 


The NCWC, a government agency, dedicated to advancing and protecting the rights of women and children in Bhutan, presented a detailed report outlining its vision, mission, and the issues and challenges faced. The Director of NCWC Secretariat highlighted key challenges including human resources and financial constraints, monitoring, accountability, and institutional arrangements.


The Director emphasized that the agency will be focusing on three primary areas in the 13th Five-Year Plan (FYP): strengthening legislations and policies in line with NCWC's mandates, strengthening structural networks for better coordination, and towards promoting empowerment, education and wellbeing of women and children. The agency also works in close collaboration with relevant organizations (government agencies, CSOs, international agencies, and other stakeholders) as the coordinating body for the rights of women and children.


The consultation was carried out as part of an ongoing review of the status of the Secretariat of the NCWC, which was subsumed under the Department of Education Program of the Ministry of Education and Skills Development as part of the civil service transformation exercise in the year 2022.
