The Good Governance Committee hold consultation meeting with Bhutan Construction and Transport Authority (BCTA)

The Good Governance Committee convened a consultation meeting with the Bhutan Construction and Transport Authority (BCTA) to discuss the issues concerning driver and conductor certification, as well as vehicle load capacity. The meeting took place at Lhen-Zom Khangzang, the National Assembly of Bhutan.


During the meeting, BCTA representatives presented an overview of the rationale for certification, the benefits of refresher courses, regulatory provisions, and vehicle load capacity, which is primarily based on manufacturing specifications. The committee engaged in discussions about the need to enhance load capacity standards, exploring the rationale behind current certification processes, manufacturing specifications, and regulatory provisions. Additionally, the topic of excess seating capacity in vehicles was raised.


Committee members emphasized the importance of increasing public awareness regarding BCTA's regulations, advocating for greater accountability. They also highlighted the need for uniformity in standards and suggested that the BCTA consider transitioning to a more online-based system to improve convenience for users.


This meeting marks a significant step toward improving transportation governance and ensuring the safety and efficiency of Bhutan’s transport services.
