Public Accounts Committee (PAC) holds consultation with Royal Audit Authority (RAA) on the Performance Audit Report on the Operations of State Mining Corporation Ltd (SMCL)

PAC held a consultative meeting with RAA on the Performance Audit Report on the Operations of SMCL on August 5, 2024 in Lhen-Zom Khangzang, National Assembly.

RAA carried out the Performance Auditing of SMCL for the period January 2015 to December 2022 to primarily assess the operational efficiency and effectiveness of SMCL in delivering its mandates. It focused on four areas of Strategic management, Operations and management, HR management and development, and Compliance to social and environmental norms. SMCL has four coal mines, one gypsum mine, one stone quarry and one dolomite mine in operation. It has a mandate to develop strategic minerals and increase the mineral sector’s contribution to the national economy. Based on the findings of the Performance report, RAA proposed some recommendations to SMCL to improve its overall efficiency and effectiveness.

As mandated by the Constitution of the Kingdom of Bhutan, PAC will review the performance audit report of SMCL and report to the Parliament during the upcoming winter session. As a part of its preparatory process, PAC will hold consultation with the relevant stakeholders and make filed visit. The Performance report was tabled during the First Session of the Four Parliament in July 2024.
