The Royal Audit Authority (RAA) presented its Annual Audit Report 2023-2024 to the Public Accounts Committee today at the Lhenzom - Khangzang.
The presentation outlined the top ten audit findings in three categories: Fraud and Corruption, Non-compliance with Laws and Regulations, and Shortfalls, Lapses, and Deficiencies. It also discussed seven key recommendations from the RAA, including focusing on quality construction, preventing excessive payments in procurement, ensuring adherence to GSB specifications for farm roads, improving government land lease management, addressing wasteful expenditures, enforcing price adjustment clauses, and developing guidelines for hospitality and entertainment experts.
During the discussion the members raised concerns over the same nature of issues and irregularities arising in every annual report. PAC members stressed the need for transparency and compliance with audit recommendations to strengthen financial accountability in the use of public resources.
The PAC will hold hearing with the relevant agencies based on the gravity of the issues and observations at an appropriate time. The findings will be presented to the 3rd Session of the Fourth Parliament in the upcoming summer session, reinforcing the PAC's commitment to scrutiny of public expenditure. This meeting was the first meeting under the chairmanship of Hon. Sonam Tashi after being elected as the chairperson.
