The Good Governance Committee presented its Review Report on the Annual Report of Anti-Corruption Commission 2023-2024.

The Chairperson of the Good Governance Committee, a member from Sergithang-Tsirang-toed constituency presented the Review Report on the Annual Report of the Anti-Corruption Commission 2023-2024 and its recommendations to the House today. The Anti-Corruption Commission (ACC) is mandated to submit its Annual Report to the Parliament in accordance with Article 27 (4) of the Constitution of the Kingdom of Bhutan and Section 169 (1)  Anti-Corruption Act of Bhutan 2011. 

The Committee submitted its review report covering the six sections of the reports and highlighted four recommendations from the ACC and the five recommendations from the National Integrity Assessment (NIA) 2022. The Committee also submitted its three recommendations based on the review of the report.


The ACC Recommended: 

  1. Empowering Law Enforcement and Regulatory Agencies as Gatekeepers of Integrity & Anti-Corruption Efforts.

  2. Sustaining the Momentum of Monitoring & Evaluation Framework for Integrity and Anti-Corruption Initiatives.

  3. Reinforcing Accountability & Oversight Mechanisms.

  4. Preventing Corruption Risks in the Revenue Mobilization


Following the review of the report, the Committee submitted the following recommendations:

  1. Need for conduct of more public education and awareness on transparency and integrity to reduce corrupt practices by the ACC.


  1. Sufficient allocation of budget and human resources to the ACC considering that  success in curbing corruption is attributable to the strong political will of the Government and allocation of sufficient budget and human resources.


  1. The ACC in collaboration with the Election Commission of Bhutan should facilitate polling from their place of residence by setting up Facilitation Booths in every Dzongkhag for the national elections and by-elections to curb electoral corruption.
