
Motion (4P3S/M1): To incorporate polite communication and courteous interaction into Public Service Training Programs
The Member from Nyisho-Saephu constituency moved the motion to incorporate polite communication and courteous interaction into public service training programs. The Member emphasized that polite speech and respectful interaction, rooted in Bhutanese Buddhist values and the principles of Gross National Happiness (GNH), are essential for emotional wellbeing, institutional trust, and cultural identity.
He submitted that the Bhutanese concept of “za cha dro sum” – polite speech, respectful interaction, and mindful behavior - must be formally integrated into public service training to nurture these values among public servants. This is seen as key to reflecting national character and ensuring public services embody compassion and dignity.
During the deliberation, Members emphasized that traditional values and ethics, which are increasingly eroded by modernization, must be preserved and promoted. They supported integrating such training into existing public service delivery training programs rather than creating separate modules, citing cost-effectiveness and time-saving benefits. Some Members also recommended the need for an Act to institutionalize values-based training.
The House supported the importance of polite communication and courteous interaction into public service delivery. However, Members acknowledged that training all public servants would be a long-term process. As an immediate step, they suggested that agency heads take responsibility for conducting awareness and training programs within their organizations.
The House resolved to forward the motion adopted to the Prime Minister’s Office and directed the Social and Cultural Committee (SCC) to follow up and submit a report thereof in the next session. The House endorsed the Motion with 42 Yes and 1 Abstaining out of a total of 43 members present and voting.
